Regulatory Compliance Audit (RCA) for Musteq Hydro Sdn. Bhd.

MECIP was awarded the Regulatory Compliance Audit (RCA) and Management & Engineering (M&E) Audit for Musteq Hydro Sdn. Bhd. (MHSB), owner and operator of the 20 MW Sungai Kenerong Small Hydro Power Station located in Kelantan, Malaysia. The project was undertaken to support compliance with regulatory requirements established by the Energy Commission (EC) and to evaluate the overall performance of the hydroelectric generation facility.

The scope of work involved a comprehensive assessment of regulatory compliance, technical performance, operational effectiveness, safety management systems, environmental compliance, asset integrity, and organizational capabilities over a four-year audit period. MECIP evaluated the facility’s adherence to license conditions, operational and maintenance practices, emergency response preparedness, occupational safety requirements, environmental obligations, and industry best practices. Technical performance indicators, including plant availability, capacity factor, outage rates, manpower efficiency, and operational reliability, were also reviewed to identify improvement opportunities and enhance long-term asset performance.

Leveraging its multidisciplinary engineering expertise, MECIP implemented a structured audit methodology comprising document reviews, stakeholder interviews, site assessments, operational data analysis, benchmarking studies, and gap assessments. The audit delivered actionable recommendations to strengthen regulatory compliance, improve operational efficiency, mitigate risks, and support sustainable plant operations.
