Regulatory Compliance Audit (RCA) for PETRONAS Gas Berhad (PGB)

MECIP undertook the Regulatory Compliance Audit (RCA) for PETRONAS Gas Berhad’s Utility Facilities in Gebeng and Kertih, Malaysia.

The audit involved an independent and comprehensive assessment of regulatory compliance, technical performance, operational reliability, and financial performance of the generating facilities. The assessment focused on the licensee’s obligations under the applicable generation licence conditions issued by the Energy Commission of Malaysia and the Electricity Supply Act 1990.

Drawing on MECIP’s multidisciplinary engineering expertise and experience in power plant audits, the project scope covered regulatory compliance verification, technical performance assessment, operational practices, and evaluation of the facilities’ long-term operational viability.

Scope of Services

MECIP’s scope of services included:

• Regulatory Compliance Audit: Assessment of compliance with applicable regulatory requirements, generation licence conditions, and relevant statutory obligations.
• Technical Performance Assessment: Evaluation of power plant performance, operational efficiency, maintenance practices, and equipment reliability.
• Operational Review: Examination of operational records, engineering documentation, maintenance schedules, and relevant site practices.
• Compliance Gap Analysis: Identification of compliance gaps, operational risks, and areas requiring corrective or improvement measures.
• Engineering Assessment: Review of the facilities’ operational condition and long-term viability, including consideration of potential service-life extension where applicable.
• Audit Reporting: Preparation of audit findings, technical observations, recommendations, and supporting documentation.

The engagement builds on MECIP’s previous experience conducting management and engineering audits at PETRONAS Gas Berhad’s facilities in Gebeng and Kertih, covering earlier audit periods from 2010 to 2013, 2014 to 2017, and 2018 to 2021.
